This would be some work. If you just want a mono delay, set the second input to zero and the PAN of the first line to center. Snapping the time knob to the next tempo synced value is done with a double click.

Synthedit 64bit is still in alpha state. Most of my plugins contain 3rd party modules not available in 64bit, and even projects without that often crash SE64 when I want to tranfer them. So it's unlikely

Some day the final 64bit version of SE will be released.
