does such a beast exist? I.e. 1st note of an incoming midi chord onto channel 1, second to 2 etc.

I would do this in my modular environment of choice, Plogue Bidule.

But I believe you can do it in InsertPizHere's midiPolyphony - the developer's page looks to be down at the moment (for ever?) but the packages were trawled by archive.org earlier this year..
The whole Midi Plugin Collection can be downloaded from the link on the right of this page:

If you use Kontakt, there's a Divisi Multi Script at this thread:

Alternatively, if you use Reaper, Kawa made a script (available from his ReaPack repo) that lets you do this in the piano roll, called "Assign Channel by Chord Tones." The catch is that this only works after it's already recorded, so it doesn't let you do it on the fly while playing.

But for sure, check out the PizMidi suite linked above.

Not sure if it needs a roli seaboard, but their dashboard application does basically that. Not sure what other MPE controllers use, linnstrument / eigenharp / continuum / soundplane ... all of them have that functionality though.

There is a free bundle called Frankie's midi plugins which has something which does exactly what the OP wants
