I think everything is done via the iLok license manager. It costs 25$ and you have to point the username/account of the new owner. Then they'll work it out.

I am looking to transfer a couple licenses myself and was also wondering if anyone had any more information. The quality of these plugins is quite good, but I've shifted away musically from a few of the instruments I purchased and I'd love to give someone a good deal on them, but I don't know if the process will be a hassle or not. Anyone know?

It's a bit of a hassle actually. You have to login into your license manager, deactivate your licenses from your systems, then click "transfer license". Write the exact username of the new owner and pay the 25$ fee. They will contact the publisher to give permission and finally proceed.
In case of Acousticsamples, you also have to send the library content to the new owner.
