Utility to make VST menus

Hi all,
I'm not sure where to put this, but I know there is a utility to build VST menus (a generic one that runs in any DAW) - but I can't remember what it's called. I can't come up with a google search either
Can anybody help me out?
I'm playing around with Reaper (SONAR user, so I never had to worry about this) and just seeing if there is a better way to organise my plugins.

Reaper 5.7 now has the ability to manage your effects as you wish.

I'm not sure what that would accomplish - I'm already seeing all my FX.setVSTpath?
