Why does the volume of a sound increases if I pan it to complete left/right?

If I take any sound and as I slowly pan them to complete right/left, the volume of the chosen side increases by slight. Does anyone know why this happens?

Example.

Original Sound
L = -11 dB
R = -11 dB

After panning to complete left
L = -8 dB
R = no sound

Shouldn't it make more sense that the volume stays the same?
