When i say of 'best' i mean good enough to be used in a music production along with commercial ones.
My top 5 i use with no hesitation :

1.Firebird(32bit only)
2.Synth1
3.Tal noisemaker
4.Podolski
5.T-force alpha(32bit only)

Looks a little bit outdated but those instruments are based upon real samples, have got quartertone control and I was using that percussion set (Takim) for almost 10 years.
Add a little bit of reverb, harmonizing and delay and they're ready to go.

Puh a difficult question. :)

1. Tw16xWx Sampler
2. Ambient Reverb
3. Beatzille
4. PolyGas 2.4
5. XSRDO Modular (I think replace with VCV Rack if a VST-Bridge avaible)

My list of actual free VST's I actually consider to be best or have some deep timbre qualities or some tastiness somewhere in those oscillators.

Old School Feeling
All Meesha's Synths - http://www.meesha.nl/vst/home.html
All Northern Beat / Omnitaur Synths - http://www.omnitaur.se
Krakli - Arminator, RGB8 - http://getdunne.net/Krakli/
TubeOhm - Phasewave
PG8-X
Dexed
Nero

Physical Modeling
Spicy Guitar
64klang2

Be sure to keep the effect called SGA1566 on hand, and perhaps some Cocoa delay, and a dash of decent reverb.
SLH - Yes, I am a woman, deal with it.

Two very useful utility plugs: GClip and Smartelectronix.
