Reaper has the functionality ("Parameter Modulation") to link a plug-in parameter to another plug-in parameter (on the same track).

So you could, for example, have EQs at the start and end of an FX chain (with others in-between) and link their frequencies and gains such that any boost / reduction in the first EQ is countered by a reduction / boost in the second.

What other DAWs have this functionality? How do they work?

In Ableton Live you can map parameters of multiple plugins to the same macro knob to basically achieve the same thing.

No, you can't link two parameters directly, but you can map them both to the same macro knob with opposite polarity, to achieve the same effect described by the OP

Bidule could assist.
Multiple plugin versions of Bidule; each (sub)hosting your plugins of choice in your DAW of choice would allow you to link their parameters me thinks.
(separate Bidule plugin instances recognize/share the same parameter link system; so bloody useful; love Bidule)
