I'm pretty sure he's not doing that. It's just one of the tracks he's mixing has a simple low pass filter on the synth where the cutoff is being modulated manually.

Could be a sample or snippet of a track.

On the other hand, try the LFO filter in traktor, full wet,change the speed with a knob.
