lessen dynamic and longer time intervals

I'm trying to mix everything to -6db to give another starting point. I've got an instrument that has a flanger effect on it. I keep having to readjust it because the flanger effect seems to make it rise and fall in volume about 5db in random spots. I can't just automate volume to compensate, because of its random nature. It is only noticable when I watch the peaks when looping over a long period.

Anyway, my question is, is there anything I can do to make range smaller over long periods of time?

The compressors, as I've used them anyway, are only able to effect things over a shorter time period, right?
I've experimented and put a compressor on it with low ratio and then extreme ratio of 15:1, and it still seems to go up and down about 5db over 32 measures either way, which is quite a bit!
