It has nothing to do with SE, it is a problem of MIDI communication. It can not be solved by your implementation in the source or destination.

The communication itself must be changed.

If you write a custom voice-allocator to allow multiple notes, The pattern you show in the image will not work.

Instead, the second note will turn on and when it turns off, the first voice will turn off. "FIFO"

Alternatively you can do it the other way, so in this simple situation the first note is sustained and the second turns itself off. "FILO"

That only works with two voices, if you add a third and turn off the middle note, both FIFO and FILO will not work correctly.
