It's not a full file manager, but Resonic Beta is a great little sample previewer. Plays a couple dozen formats, very small download (about 10 MB), and free. It may do at least some of what you need.

I haven't used this, but it looks good and I've seen it recommended many times. It's pretty cheap and looks very functional, including drag/drop to DAWs.
