You hear it all the time in Electro its used as a short transition (1 beat) into the next section, commonly found in complextro and even dubstep. Ive tried FM with FM8 also using Serum wavetables, also tried octave modulating (straight curve up..same with FM), cant seem to get close.
1:26 and1:33.
In the middle there's a vocoder thats doing the same thing but am interested in the lead(s) (which is an arpeggio) you can hear it in the space at the end of the bars.

1:26 - could be pitch down + LFO or very fast delay (below 40 ms)
1:33 - sounds like typical (fast) arpeggio or step LFO to me

What synth would be best for recreating it?

Any decent enough synth can do it. Massive or sylenth works fine.
