This percussion sound seems to me to have a delay that is shortening while also pitching up the sound.
Is there an effect or plugin that would do this?

I didn't download the track, but the effect you describe sounds like a modulated delay ...

there are free filters that have envelope followers. maybe your synth has a comb filter, modulate that with envelope.
