Fuzzpilz has released Charsiesis, a chorus / delay / wackiness effect - the concept is that several delayed copies of the signal are summed together, with each delay length changing at a random rate that is regenerated periodically.

Charsiesis is available for Windows as a VST effect plug-in and it is free. The current version number is 2-1.
