ndc Plugs has released Feedback-y Thing, a simple delay set to work with very short delay times, and high feedback. It's probably most useful on guitars, as a kind of fake (amp) feedback effect.

Feedback-y Thing is available as a VST effect plugin for Windows and Mac OS X and it is free. Source code is also available.
