Does anyone know how the below vocal effect is produced (at 55 seconds)?

Some of these timbres can be produced in Seurm and whatnot, but how does it work when they actually hard process a recorded vocal phrase to produce that effect? What kind of things is it being run through, aside from the obvious pitch shifting?
