Some years ago I suggested a tribute to the Shaggs, but it was not accepted. Maybe 2019 is ready for that.

What does EDM/tarnce mean?

Maybe we shouldn't be restricted to 12-bar blues. There must be other varieties, althoug I'm not convinced I would regard Still Got the Blues (Gary Moore) as a blues song (but the genre according to Wikipedia is blues-rock, blues).

Would it be possible to only demand the use of blue notes?

From Wikipedia: "Blue notes (or 'worried notes'), usually thirds or fifths flattened in pitch, are also an essential part of the sound." How about that, Mr Natural?

Seasonal "Blues" it is. Evocative of a blue mood, can be the blues, or whatever you interpret the color or feeling of 'blue' to be (ba da be ba da ba).
