Note off doesn't work in MidiNotesToCC

I've got a organ console for playing sampled pipe organ (Hauptwerk) with two midi keyboards and a midified organ pedalboard.

Sometimes when playing other sounds than organ from this console it would be convenient to use one of the pedal tones for sustain (in this case C#2). I've found that MidiNotesToCC almost does the trick.

MidiNotesToCC happily converts the C#2 Note on message on midi channel 3 to CC64 sustain with a value of 127 on midi channel 1, which is what I need to press down the virtual sustain pedal.

Now according to what I understand from the documentation if I set NCC Rest Value to 0 then MidiNotesToCC would convert the corresponding Note off message to CC64 sustain with a value of 0. This doesn't happen. MidiNotesToCC just passes the note off message on unchanged, leaving the virtual sustain pedal pressed down for ever.

Is this a bug, or have I misunderstood something?

I use Reaper 4.2 under Win XP SP2.
