restauration of lowsample rate vocals?

i wonder if there is an option/plugin to do it? neverchecked but im interested.
if RX7 can do it i wonder which module is specifically for it?

That doesn‘t sound like a case for „restauration“. At least nothing which could be done automatically. Its a dry recording with some background sound and probably simply needs equalisation...
Without knowing the context and what it should sound like hard to tell... Impossible that a restauration suite would know it...
