DMG Audio Equilibrium, Melda EQs, DDMF IIEQ Pro have allpass filters, and i'm sure there are plenty of those actually

The All Pass filter is not a bypass but a special kind of filter that only creates a phase shift in signal (probably an overlaid phase display could prove useful here i agree ).
