Rhythmic playing with white noise in techno tracks - help :)

A frequent trick in techno tracks is rhythmic playing with white noise and increasing its decay parameter, which makes the noise longer and longer, especially in moments such as "build up". I noticed that in every synthesizer the white noise is slightly different. My question - what synth will be the best for this trick and what effects should still apply to make it sound good?

Most modern synths come with a white noise generator. If you use Ableton, you can use the "Analog" instrument to generate and manipulate white noise. In the example you gave it looks like there is a simple filter & volume envelope on the white noise with an automated decay time. You can go crazy with it by automating panning and colour and pretty much anything.

Or just grab a free noise sample and automate the speed control of a gate/tremolo over it. You don't need a synth to generate white noise.

There's a lot of ways to come about this. Previously were mentioned synths and their noise oscillators. Another method is to find very noisy samples to begin with and simply loop them in 4 or 8 bars. After that you can cut them up as you'd like or for example use a plugin like SoundToys tremolator or Cableguys VolumeShaper / FilterShaper. Adding reverb & delay also always helps to tie it together. Chorusing / flanging is also pretty common effect used in these.

I would add: map it to an hardware controller which you can move quickly, like a small fader, a modweel on a keyboard or a short ribbon (or a x/y pad), so you can perform the changes live while the main groove is playing.
