Possibly the wrong place but what's the best low latency collab webpage or software available? to collab with people around the world?

Do you want to jam/collaborate in real time, or just share projects? If you want to jam/collaborate in real time, you'll need something like Jamulus or JackTrip. If you just want to work on other peoples' projects, or have them work on yours, many DAWs allow that now, and there are sites offering that service (usually for free or a nominal monthly subscription).

I want to be able to engineer with people over the internet using Ableton, not what websites are available and a Google search didn't show too much.

to do low-latency jamming over the internet basically requires software called jack trip from Stanford U, and you need a wired ethernet connection (and a dedicated box for the purpose), wifi is too "dynamic", unstable.
