Though I haven't tried it myself I'm pretty sure TRanz8igh4 from Everything Turns fits the bill.
It's described as "a Dynamic Improvised Analog Percussive Loop Generator (Drum Machine) that thinks it's a Didgeridoo". Also there's the sequencer jammer which seems slightly insane:

£14.00 GBP in itself, and there's also some bundles with other wacky (non percussive) stuff.The Jammer adheres to a complex equation based on the fundamental laws of physics, (if you nick something from somewhere you have to put it back somewhere else) Otherwise the whole universe would disappear from existence and I would have waisted my time designing it. (not good)

Love this set. Not sure I would call it a pure hangdrum though. Maybe a 'poorman's hangdrum'? It definitely has found a place with me and still has a different character, from say, the Soniccouture PanDrum set (which I'm just waiting for a sale to grab). And Soniccouture just added a 'Konkrete' set of percussion too that may fit the idea of 'weird percussion'.
Yeah, HankyTank is not so much 'weird' but definitely worth the download.
(And the Soniccouture are for Kontakt, not Reaktor.)

I always liked the grooveboxes in teh Factory library, particularly Limelite, Krypt, Sinebeats

Dualism is a dual arpeggiator you can use to
play the percussion content of Ironhead, and Ironhead Spawn
has 13 mini-plugins for bonk, ding, whack etc
The synths and effects are also worth using.
