Yeah a tool like Morph would be my suggestion too. Some type of spectral morphing tool.
Doesn't iZotope also have one?? I have a feeling Waves has one too, Morphoder??
Or you could try a general vocoder

I dare say to do it convincingly, part of it would have to rely an the performance of the the voice talent and choosing suitable samples to "Morph" with.

You don't necessarily need any plugin.
If you inhale energically, your nasal tract can make a scorched pig squeal.
I'm not sure if the whistle register is involved.
This is quite damaging, don't try it if you don't know 100% how to warm up your voice.
What remains open is how to make non-scorched pig squeals.

No animals were mistreated.
