I'm using Morph2 and realised that a key element of getting it to work well is to give it two bits of audio that match each other in volume.
As an example I want to feed in the audio of someone saying "I really want this to work" and impose the volume levels of that phrase on maybe a bowed string.
I'm thinking that's what an envelope follower does - but I can't really find one. I had hoped it would be available in Cubase but having searched the manual for "envelope" I've come up with nothing.
Any ideas?

Try this.
Put an expander or a gate with a side chain ability on the string bow.
Send the speech to the expander's or gate's side chain.
Set the expander or gate to the desired speed (attach decay and depth).
