MTurboreverb can do it. I made a video showing how it can be done a while ago.

Not sure if it really qualifies as a delay since it’s granular but Soundtoys Crystallizer does have a ducking fonction.

Delays - Izotope DDLY Dynamic Delay and AIR Dynamic Delay.

Boz Digital Labs Imperial Delay, Eventide UltraTap, bx_delay 2500 and UVI Relayer have a ducking delay too. FabFilter Timeless doesn't have a specific ducking feature, but the same thing can be done with its envelope follower.
