AGL3 Library Installer_5N32ZU

Ok, So I tried to search for this issue but didn't find one pertaining to this. Just downloaded the AGL3 and I'm trying to download the library installer so I can use it.

This is what it says repeatedly no matter how many times I try to download the zip.
It basically tells me the file has nothing in it, but I see it says 326,257 KB.

Any ideas?
