Kind of wah-wah guitar sound. Is there a instrument plugin out there that will give me this sound?
Or, what effects could I add to a regular guitar sound to achieve it?

It’s called Tremolo. Many guitar amp sims have it built in. Look at the IK Multimedia Fender 2 bundle. That’s the kind of amp sound too.

Are you referring to the first notes in particular? It's chorus. 1 or more detuned versions of the source signal.
https://en.wikipedia.org/wiki/Chorus_effect

Common variables of a chorus effect are:

- the amount of detuned signals (2, 3, 4 etc.)
- the modulation rate (of LFO that detunes the signals)
- the modulation depth (amount/depth of detune)
- the amount of delay per signal (often in milliseconds. Delay results in comb filter effects.
- the amount of feedback (fed back into the input)
- the (stereo) spread of the individual detuned signals
- the wet/dry mix.

There are many many variants. Both hardware and software. Both commercial and free.

For example the free:
