what is the most fully featured synth that can use .wav files as a source/osc

Form can do some very interesting things with samples beyond playback and looping .. but I probably wouldn’t call it a full featured synth.

"most full featured" means Falcon, Halion, Ominshpere, ST4 etc.. but for some reason you don't like the Falcon workflow. As you move down the less featured tree you would get to Iris, Padshop or other granular type synth. Depending on what you mean by ".wav" you might even be wanting a wavetable synth like Serum or Pigments. Reaktor has a bunch of stuff that will load waves.
If you have to ask, you can't afford the answer

iZotope IRIS 2 is a good budget option when on sale if you have a decent rig.
