...or go with MuLab. Yes, it's a DAW, but its modules are made for creativity. Polyrythms are easy to set up and you can get all kinds of crazy results from new additions to MuLab 7 and 8. I don't think any other DAW comes near it in terms of creativity.
...and then of course you can use any module you want (or external VST effects) to create your own effect (=MUX), using just drag and drop. Look at these videos and you'll see why it is so cool!

This is a MUX made by myself. Nothing fancy really, but I like it as it brings together all kinds of modules that I usually would use. You could do much more esoteric things here, with step sequencer modules or so.

Note that you don't need MuLab to use the "MUXes" - MUX is a freestanding product as well.

Just checked back to see if anyone had mentioned this yet (and I'm not surprised to see it already mentioned) - I don't own it, but it's on my wish list and I will definitely pick it up at some point.
To me it seems like something that can cover the gamut from mild to extreme reshaping and everything in between.

Glitch2 looks really interesting. Can you do gated filters also? I didn't see a "filter" tab.
