Since folk often unscrew outlet facias in order to re-decorate the wall around them neatly, the screws often go missing. Those screws are often unusually long and not that easy to find unless you buy a replacement outlet just for its screws - but if that's all it takes, that's what I'd do and say no more about it.
If the fitting is in fact damaged and needing replacement, then you really should have a registered electrician do it as a matter of urgency. Whoever should pay for the work might not be the biggest concern if that fault leads to a fire and the insurer blames it on poor maintenance and refuses to cover you.

It should be the landlord - he's in NC and state laws puts the responsibility squarely on the shoulders of the landlord
