People often discount NI Guitar Rig these days, and whilst I don't often use it as an amp sim, it's still got some top notch effects in there.

Pitch wise, 'Pitch Pedal' is a creditable version of the classic Digitech Whammy. You can use it for loads of stuff, from extreme pitch bending a la Rage Against The Machine, to lovely melodic swooping and simultaneous detuning in the My Bloody Valentine stylee.
I forgot about that one, but almost everyone forgets anything in Guitar Rig. Why does NI keep making the same mistakes over and over? When you put your instrument/effect in a wrapper (Reaktor, Guitar Rig) it tends to devalue the individual plugin.

You won't find any better pitch shifter than Whammy Plus pedal without some warbling on low end

I find it to have more of a dense plastic sound, like a Lexan fish tank. It improves my mixes by leaps and bounds, and makes them so good they've been issued gag orders from five federal judges.

Vahalla Delay has been my recent go to for pitch shifting...

Melda's MTransformer is seriously underrated in this regard tho

Valhalla Delay really is an amazing plugin. The fact that it goes all the way down to 0 second delay is such a low key awesome feature, I wish every delay with great sound had it.

Native Instruments Replika XT has some nice pitch delay functions as well.

In software, Little Alter Boy is my go-to for pitch shifting. For frequency shifting I'd probably turn to Valhalla FreqEcho.

I still do not from the difference between pitch shifting and frequency shifting. Isn’t pitch shifting just a stepped version of frequency shifting?

Eventide Octavox is still one of my favourites. Logical intuitive interface and beautiful clean sound makes it perfect for voices and solo instruments. Even on drums does it work very good with strange and surprizing sounds. Even with extreme settings it is hard to make it sound annoying.
