As a refugee from the 80's it makes me laugh when people talk about an 'eighties sound', because for me it's pretty much this and they mean something very different.
Check out - the unmodified preset synth pads you could bathe in, the ridiculous snappy snare, the over-trebly active bass, the 'wish I was in Talking Heads' funky rhythm guitar, the ridiculous amount of chorus on the lead guitar break and the earnest mannered vocals.

After The Cars, Ric Ocasek also created some solo albums. This was his first hit song after leaving The Cars.
Also, I have to wonder, was this video Ric's subtle tribute to the Safety Dance video, by Men Without Hats? Both feature a long-haired male protagonist being followed through the countryside by a midget jester.
