It's whatever is on the wall that that guy is tweaking.
That said you can get that sound (if you want it) with the Audio Damage Rat Shack Reverb. Set the delay to fast and crank the regen or decay. It was a common effect when delays in the day tried to masquerade as reverbs.

Just a regular old time stretch. They have that metallic effect when the grain length/ and generation speed are kept constant. Dblue has a free effect that does this exact thing to a real-time audio stream. Most samplers can also do this, but you’ll want to use the least “clean” time stretch algorithm they have. It’s also available as an offline effect in almost any audio editor you can think of.
