I haven't done any real testing, but I could install SPAN VST/VST3/AU just fine on both Mojave (10.14.6) and Catalina (10.15.1), and then load them in REAPER.
I did have some trouble at first, because on Catalina it wouldn't ask for the admin password when I dropped the bundle onto the icon. However, when I opened the folder the icon links to in a new Finder window (via drag & not drop), and then dragged the bundle to this new window, then it did ask for the password, and it worked.

Thanks! On Catalina Apple removed direct drag&drop, there's nothing I can do about this.
