mspectral delay is in the ball park but and has a lot of features.

there are some max for live devices but you're of course limited to using them in ableton live and you need max for live. there's a few freebies though that are spectral delays and then i think Amazing Noises makes some spectral stuff.

Yeah that's a good one, but 32-bit only as far as I remember. I forgot to mention also a standalone app called Freeq that similarly allowed for frequency bands to be drawn into a window but, again, 32-bit only. I might just purchase an old Powerbook to run Pluggo, Hipno, NI Spectral Delay and Vokator, etc.
