Obscurium by sugar bytes might interest you, not exactly arpeggiator based but I think it takes concepts of arpeggiators and applies them to modulation

speaking of sugar-bytes, Factory should be mentioned here, as its "arpiculator" is quite powerful and tightly integrated with the synth, itself a modulation madhouse.

I have spent many years looking for the best arps... i have good and bad news... - the best one ive found does exist but is a bit pricey., but its amazing.... bad news is.. that its stuck in KONTAKT - so in order to get the midi out.. you need to use a plugin chainer like bidule which can route the audio out to another vst. NOTE you need to go into kontakt settings and turn on midi to outside world.. but once you do that.. just connect keyboard in to kontakt then kontakt out to plugin. and turn down Arpology's sound if you don't want it. Or don't connect the audio lines to outputs *(which is what i do) see photos,.

NOTE with the newer version i think only one is set to midi out so you can't have all 4 going.. still experimenting.. the older one if you scroll down is perfect as an arp!

The arp mode overview starts at 5:24. Could be called a 'game-arp'. Then, it's Kontakt again, so not sure if it qualifies as synth.
I really have to back up and give a +1 to this thing - it is entirely amusing and can do unpredictable things that you would not have expected at all. Because Enigmatic. It will take your own samples, but it is a little difficult to do that.

Ana 2, Synthmaster/Synthmaster One, Pigments, and Kontakt all have MIDI out capabilities and are good choices.

For dedicated arps, I use Cthulhu, BlueARP, HySequencer Collection, and Kirnu Cream.

They took the arp/step sequencer that’s featured in a couple different of their instruments (such as Arpology and M.A.P.) and released it as it’s own sequencing plug-in so you’re not tied to solely using it in Kontakt. It’s a great AU/VST and works really well for musical phrases and rhythm programming as a MIDI effect!!
