I use an M-Audio Eight track interface and I get stuttering in both my DAW and when I am just using any kind of sound i.e Netflix, Hulu, Youtube, etc... in my M-Audio Control Panel, these are my settings https://i.imgur.com/8baeFYY.png (https://i.imgur.com/8baeFYY.png) (I do sound design for games so I know my sample rate is low atm) Here are my settings for my default playback device https://i.imgur.com/9MTVkQa.png (https://i.imgur.com/9MTVkQa.png) is there something I am missing here? Any help will be greatly appreciated.

If you want a sensible answer from anyone here you'll need to provide a lot more information. OS? DAW? CPU/RAM?
I have heard that too large a buffer size can be problematic.

CPU should be set for Performance and not Energy Saving. Check that...

PC Specs: 2700x OC 4.2 Ghz 16GB of 3200Mhz RAM Windows 10. Everything is set to performance mode. The DAW is Ableton but it happens outside of Ableton more than actually in Ableton. It happens a lot on YouTube using Google Chrome

Disable all other sound devices you have besides your main soundcard, like the motherboard and HDMI and what not.

There could be several reasons behind the stuttering, as above.
Do you use a USB hub? Updated all your Drivers, including Graphics?

I disabled every sound device in the device manager I made sure all my drivers were updated and still getting that stuttering

Make sure HPET is disabled

Right click Command Prompt and Run As Admin and enter the following:
bcdedit /deletevalue useplatformclock
bcdedit /set disabledynamictick yes
Restart for changes to take effect.
