I'mi nterested in transcribing music. I know there's a ton of online ones, but I prefer offline. Do you know of any good ones or have any tips of bpm calculation?

Question does not make sense, to me at least. What exactly is it you need to calculate? Describe the scenario please...

I think he wants to know how many milliseconds each 1/16th, 1/8th, etc are for a given BPM.

I would just create one in Excel if you wanted offline. Come to think of it, I'm going to do just this 8)

Not quite sure why it's needed for transcription though. Couldn't someone just listen to the original before they play it?

count the beats in 15 secs multiply by 4.

or 10 seconds by 6.
