Any good free BPM calculators for Windows?

I'mi nterested in transcribing music. I know there's a ton of online ones, but I prefer offline. Do you know of any good ones or have any tips of bpm calculation?

I think he wants to know how many milliseconds each 1/16th, 1/8th, etc are for a given BPM.
I would just create one in Excel if you wanted offline. Come to think of it, I'm going to do just this
