Sounds like you may need some sounds for weapons and car chases. Krotosaudio.com has Weaponiser and Igniter foley software for these purposes.

more a question of what sounds are more suited for crime music than what instruments... i think.
i'm thinking pad sounds. and many plugins can do them.

I've done quite a lot of Crime drama/ Tension.
Omnisphere + a couple of soundsets from The Unfinished or MIDIsonance is a good starting point I find.
