the high end in I Hope by Gabby Barrett sounds like a chorus or modulation on high frequencies or some kind of special enhancer, sounds very nice and crisp but nothing annoying.
anyone know what it is or how to achieve this type of top end ?

EDIT: correct version: (first one I posted was mono)

I’m talking about the top end in the beat / instrumental. not the vocals. Even through this processing might have been done at mastering

I doubt it and I'm not even sure what you mean.

It's most likely just as simple as that. It's in the recording, the mixing/processing etc.
Most stuff is done in the mix.
If the master makes your mix much better, clearer etc you've done something wrong while mixing.

If you get your drums instruments and vocals all sounding well, clean, crisp and clear then mixing is much easier.

Most of the time it's actually about setting the cut-off where it needs to be and not mindlessly boosting the very highs thinking it adds sparkle to the mix.
This just irritates your ears.

Have you anything you're working on that you cant get right?
It's a bit too much of a vague question to really give a good answer to.

I tried making very similar beat of the chorus instrumental, wanted to get that top end. tried picking samples as close as I could to it, but mixing - eq wise I can’t get the highs to be like in it. Mine just sounds “generic” but in this song the highs are a different kind of special.

Look into M/S EQ ..Not my cup tea as a track but its well mixed and mastered.Carefully listen to the bottom /top end separation.Low end is mono.High end sounds like some gentle side band boosts.

I recommend posting an example here.

Apart from generic answers like
layer
EQ
Compression
Exciter

There's nothing specific to say.

But I can have a look and compare

+1. It's simply a well produced track, attention put in every detail.
That's the outcome of hard work, not any magic or pixie dust,
or a special process for that matter, none of that.
