It's when you add the 2 or 9 without the 7

For example:
C = C E G
Cadd2 = C D E G

When you add the 7 you get the add2 to become a 9
Cmaj9 = C E G B D or C D E G B
C9 = C E G Bb D or C D E G Bb

It is an F with a suspecion on the octave, so 9-8.
Similarly the next chord is a Dm with 9 going to 8.
You could call them add2 or add9, I suppose, but the context matters as well.
