It's written here that, chord from previous measure is being used in next measure.But I don't see any chord sign in previous measures of those chords.Help me out!

I think your problem is in reading the hand-written staff. The first measures have a few long notes and don't stretch up to a quarter of the page. Look better where bar marks are. The letters above (Em D C B) are your missing chords.

I'm not sure I understand the question?
It just means that in this arrangement we have two bars of Em, two bars of D, two bars of C, ... without writing the chord name over every new bar. Chord names are written when they change.
