Water plugin

I recently saw that the water plugin made by xoxos is free. I tried downloading it on my 64-bit Windows 10 computer but Ableton doesn't seem to recognize the file. Is the plugin actually 32-bit instead? That would explain why Ableton Live 10 doesn't recognize it.
