Sounds like the SAM software to me.

There is a free expansion thing which comes with Permut8 from Soniccharge which does this voice. The firmware is called Reciter

Also Plogue's ChipSpeech has a SAM engine.

64bit or 32 bit, completely free plugin, does exactly the same job!

There are all kinds of other speech generators, too, but this one seems unique in that it sounds so retro!
