Probably BluArp, but you can also set up the HY plugins like HY-MPS2 to play sequences relative to a played note and that’s powerful. Falcon, Omnisphere and Halion are probably the best arps within instruments I’ve used.

Yeah, Kirnu is closer to a traditional arp, but I'd still probably call both phrase/pattern arps or sequencers. Most DAWs probably have a basic arpeggiator, phrase arp is the most logical and easy to use way to expand on that functionality. BUt yes, BlueARP can work really well when used like a step sequencer. Waldorf Largo has a pretty comprehensive arpeggiator.
Other than that, I mostly use BlueARP. As has been mentioned, it's more of a sequencer than an arpeggiator (even though it also has arpeggiator functionality), but, most of the time I need exactly that.
