It looks like some one-off Polish project Happy Hardcore from the 90s (I could not find any other song from this project). However, it has an interesting quite unique and useful synth in such music in the main melody, which is best heard from 2:01.
It doesn't seem too complicated and sounds like a pulse wave if I'm not wrong.

Start by using a simple square wave and use a high-pass to reduce the 1st harmonics a bit to give it that tinny sound.
After that low pass it as well with some resonance at 3.5k
what gives it some of it's uniqueness it probably some after processing so add some bitcrush and or distortion and some extra eq-ing etc

Thanks to CHOOS. The square wave works even with 3x Osc and with a few additional effects (PCM2612 Retro Decimator Unit, Soundgoodizer and Fruity Flangus) it started to slightly remind the sound of this song, although I have some problems with the exact arrangement this melody on the piano roll.
