Akai MPK249 keyboard -> How is Program Change button used?

The Program Change button appears useless. On the mini, I believe when you're in Program Change mode (it's lit), hitting pad1 sends a ProgramChange#1, but that doesn't happen on the MPK249. Are there different keys, faders, or wtf? The manual just says it can be done, but isn't explicit in how it is done.
