I find Harmor and Icarus to be the top tier for resynthesis. Notwithstanding "best" being subjective, I'm using mainly shortish (2-6-second) samples, because it is easier (for me) to select/adjust the start/end points, given the waveform space allotted. No 'pads' so far, but e.v.e.r.y.t.h.i.n.g else, percussive/rhythmic, string and/or plucked sounds, and particularly vocals, 'found sounds' (like metallic/industrial libraries) are really amazing. As fascinating and good sounding it is ... I'm not sure if just 'rolling a dice' is as satisfying as creating your own sound by skills you've learned and gathered over time.
The same goes with AI.

if the sound is good, does it matter how it was arrived upon?
i love making my own sounds, but if i hear a preset that works for me, then ill use that.
you could think of it as a synthesiser of found sounds

I probably will improve my sound design skills with Genopatch.
