I haven't wanted to invest in another flagship synth, but free updates, low price, and - most importantly - increased functionality for the UVI instruments I already own is making it awfully tempting.

When I bought my copy years ago (V1), it was applicable to anything UVI. It may be worth asking their customer service for clarity.

Falcon 3 sounds awesome, and the current deal is pretty rad.
I jumped on that SSL X-saturator deal expectring something good because it is SSL. It is just a plain ol' compressor with a subtle saturation that I initially thought was purely placebo. Disappointing. At least it was cheap.

It doesn't link to the entire UVI catalogue. Effects plugins like UVI Plate are not included. It does seem to include all the UVI instruments though.

Afaik the effects are already included in falcon, thats probably why the voucher doesn't cover them.

Do you mean that if you buy Falcon you automatically get all the UVI effects plugins? As standalone plugins or for use inside Falcon? If the latter can you use Falcon as an effects plugin for incoming audio (for example, if you want to use UVI Plate on a vocal without importing it into a Falcon sample oscillator)?

No, it doesn’t allow incoming audio, maybe they just meant that Falcon has all the UVI FX available internally to process audio Falcon is outputting.
